Q3: Is fasting valid in a village far from the capital based on the capital's sighting, or am I required to adhere to the sighting of the people of my village?

A3: If the sighting is confirmed in the capital, then the people of the aforementioned village rely on this sighting and fast with the Muslims. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
