Spending Zakah on the Marriage of the Poor

Q1: Is it permissible to give a person who is seeking assistance for marriage from the zakah ?
A1: If he is among the poor and the needy, he is given from it. If he wishes to use it for marriage, that is up to him. If he is not among the poor and the needy, but has already married and incurred debt due to the marriage, and he does not have the money to pay those to whom he owes, then it is permissible to give him from the zakah what is sufficient to settle the debt, because he is a debtor. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
