Q2: Is it permissible to give people from the zakah when they are in a good financial situation or of average means? This is because some benefactors pay me the zakah of their wealth to distribute it to the poor in my town. People come asking for it, and they are as you described. Some are elderly and their children are wealthy, and there are women with their husbands. Is it permissible for me to give them from it or not? Knowing that if they are not given from it, they will be angry, speak ill, curse, and insult. Knowing that, praise be to Allah, there are no destitute poor people in these times. What is the solution? Is it permissible for me to refuse to accept and take the zakah of the benefactors in this situation? Knowing that they are not from the people of the town? Or should I give some of those mentioned, even if it is a small amount?
A2 : First : If you know or it is most likely in your opinion that his income is not sufficient for him, give him from the zakah what completes his sufficiency. And if his maintenance is the responsibility of another, such as the wife in relation to her husband, the children in relation to their fathers, and the fathers in relation to their sons; then if the husband or the fathers are poor or needy, or the sons, give them from the zakah what satisfies their need. And if they have what is sufficient for them, do not give them, even if they get angry, curse, and insult.
Second : If you are not able to carry out the distribution of zakah in its lawful channels, and to face those who ask you for it when they are not entitled to it; then do not take charge of collecting zakah wealth, nor distributing it. Rather, leave it to those who are able to do so from among the trustworthy and the strong in carrying out what Allah has prescribed in it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
