Q4: There is a very old graveyard near my house, at a distance of fifty meters, and some livestock pass around it, and some pass over it. Is it permissible to move it to a distant graveyard, or is it obligatory to fence it in?
A4: If the situation is as you described, then the passage of livestock over it is forbidden, and their owners are sinful for violating the sanctity of the dead. It is obligatory for the people of the village to fence it in to preserve the dead and care for their sanctity, or to notify the responsible government authorities, which are the municipal affairs, so that they may fence it in. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
