The second question of Fatwa No. (4603)
Q 2: Does touching or shaking hands with a non-mahram woman invalidate the ablution, knowing that it is forbidden? We have found in the books of jurisprudence hadiths indicating that touching a woman does not invalidate the ablution, and this was not restricted. Is this generality restricted to what is permissible to touch among women, or not?
A 2: Praise be to Allah alone, and blessings and peace be upon His Messenger, his family, and his Companions.. And after:
The correct opinion among scholars is that touching a woman or shaking her hand does not invalidate the ablution in any case, whether she is a non-mahram, a wife, or a mahram; because the original ruling is the presumption of continuity of the ablution until it is established from the Shari'ah that something invalidates it, and this has not been established in an authentic hadith. As for the touching mentioned in His saying:[Al-Ma'idah 5:6] to His saying: [Al-Ma'idah 5:6], the verse from Surat al-Ma'idah, the intended meaning is intercourse, according to the correct opinion among scholars. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his Companions.

O you who have believed, when you rise to [perform] prayer, wash your faces and your forearms
But if you are ill or on a journey or one of you comes from the place of relieving himself or you have contacted women and do not find water, then seek clean earth and wipe over your faces and hands with it
