Staying for four days on a journey with the intention of residing obligates completing the prayer

Fatwa number ( 4766 )
Q: We are a group of people who go out to the desert during holidays, such as the weekend holiday on Thursday and Friday, and the spring holiday. We set up a camp at a distance of two hundred kilometers from the town we leave, and we have a water tank with us. We perform wudu from it and pray every prayer at its time. We shorten the four-rak'ah prayers, and we combine the Dhuhr and Asr prayers, praying them at the beginning of the Asr time. We also combine the Maghrib and Isha' prayers, praying them at the Maghrib time. We differ regarding this practice: some of us say, "We will shorten the four-rak'ah prayers and pray each prayer two rak'ahs at its time, and that is better; because we are residents, and there is no hardship there." Others say, "We will shorten the four-rak'ah prayers and combine them as described; because this is permissible." They justify this by saying that the water they use for wudu is transported to them in a tank, and that if they perform wudu for one time, it suffices them for both times. They also say that they have young men whom they assign to wake them up and gather them for congregational prayer, and they say, "We fear that they will not perform wudu for each time at its time, and that the weather is cold." We hope for information and guidance to the stronger opinion among the scholars' views. Is it permissible for the one who says, "We will shorten and pray each prayer at its time," to act according to his opinion, even if he separates from the congregation and prays alone, or if two or three pray? Many people shorten and combine as I mentioned above. I hope for clarification. And peace be upon you and Allah's mercy.
A: If you stay in one of these journeys of yours in a place for more than four days with the intention of residing: it is obligatory for you to complete the prayer and perform each prayer
at its time. And if you stay in a place in one of your journeys for less than that duration, then shorten the four-rak'ah prayers and pray each prayer at its time, or combine Dhuhr and Asr at the time of one of them, and Maghrib and Isha' at the time of one of them. The matter is broad in this regard, but the best is to perform each prayer at its time in this case. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
