The questioner : He says: Your Eminence, a man wants to take a leisure trip to Jeddah for two weeks, and then perform 'Umrah afterwards; is that valid? It has been reported to you that you permit this, especially for someone who has recently gotten married?

The Shaykh : What is attributed to us regarding the permissibility of passing the miqat for one who intends to perform 'Umrah in order to stay in Jeddah for a few days and then enter the state of ihram from Jeddah is a lie told about us. Rather, we say what the Prophet (peace and blessings be upon him) said when he designated these miqats and said:
They are for them, and for those who come to them from among those who are not their relatives, from among those who intend Hajj or 'Umrah هن لهن ولمن أتى عليهن من غير أهلهن ممن يريد الحج أو العمرة
Sunan al-Bayhaqi 4:296
And we say: Glory be to Allah! How does Satan entice the children of Adam until he causes them to fall into this matter? If one enters the state of ihram for 'Umrah from the miqat and goes to Makkah and performs the 'Umrah, how long will he remain in Makkah? Yes, two hours, then he goes to Jeddah and stays there as long as he wishes, and his journey from his home to Makkah is a journey of obedience, because he intended the 'Umrah. But Satan misleads the children of Adam and causes them to be negligent. So we say: We grant a dispensation to the person who wants to perform 'Umrah to go to Jeddah even if he passes the miqat, and not enter the state of ihram from the miqat. But it is obligatory for him, if he intends to enter the state of ihram, to return to the miqat and enter the state of ihram from there. If the person is in a position to do that, let him do it. As for passing the miqat while intending to perform 'Umrah, staying in Jeddah as long as Allah wills, and then entering the state of ihram from Jeddah, this is not permissible. Yes.
