The Shaykh : If you traveled to Jeddah without the intention of 'Umrah, but the idea of 'Umrah occurred to you while you were in Jeddah, then you enter the state of ihram from there, and there is no blame on you, based on the hadith of Ibn 'Abbas (may Allah be pleased with him and his father) when he mentioned the miqats, he said:
and whoever is living within these boundaries can assume lhram from the place he starts, and the people of Mecca can assume Ihram from Mecca. ومن كان دون ذلك فمن حيث أنشأ حتى أهل مكة من مكة

The Shaykh : And he did not intend 'Umrah except from Jeddah, meaning that his arrival from al-Qasim to Jeddah was not for the purpose of 'Umrah, and then it occurred to him, then he also owes nothing, because he did what was required of him. But if he was determined to enter the state of ihram for 'Umrah, but he passed the miqat before entering the state of ihram, and then entered the state of ihram from Jeddah.
