The questioner : May Allah preserve you, Shaykh! A man wants to perform 'Umrah and traveled by plane, and he likes to stay in Jeddah for days, then returns to the miqat of Dhu al-Sayl, enters the state of ihram from there, and goes down to Makkah to perform 'Umrah. Is there any harm in that?

The Shaykh : Yes, there is harm in this. It is not permissible for a person who intends to perform 'Umrah to pass a miqat and go beyond it without entering the state of ihram, whether it is his own miqat or the miqat of others. This is because the Prophet (peace and blessings be upon him) designated the miqats and said:
They are for them, and for those who come to them from among those who are not their relatives, from among those who intend Hajj or 'Umrah هن لهن ولمن أتى عليهن من غير أهلهن ممن يريد الحج أو العمرة
Sunan al-Bayhaqi 4:296
And I advise my Muslim brothers who are afflicted with such a situation: if they are going to perform 'Umrah, why do they not make their original intention, which is an act of drawing near to Allah (Mighty and Majestic), the first priority? They should enter the state of ihram for 'Umrah from the miqat, go to Makkah, perform the 'Umrah, and then return to Jeddah. The matter is not worth three or four hours, but Satan discourages people from good.
The one who goes from his house to Makkah intending to perform 'Umrah has a reward from the moment he sets out from his house until he returns. But Satan deprives him of this; he makes the first intention the visit to Jeddah, thereby depriving him of the 'Umrah. He will not have the reward of 'Umrah except from the miqat from which he enters the state of ihram. Therefore, I first offer guidance to our Muslim brothers who have business in Jeddah and want to perform 'Umrah: they should start with the 'Umrah first, so that they may have the reward from the moment they set out from their houses until they return.
Second: It is not permissible for a person who passes the miqat while intending Hajj and 'Umrah to leave off entering the state of ihram from it. If it happens that they go beyond it—sit there, do you hear me... do you not have a microphone? You do not have a microphone—well, if it happens that they go beyond the miqat, we tell them: return to the miqat that you went beyond and enter the state of ihram from it. If, for example, they passed the miqat of the people of al-Madinah and stayed in Jeddah, and their business is finished, we say: return to the miqat of the people of al-Madinah. It is not permissible for you to enter the state of ihram from al-Sayl, even if al-Sayl is the original miqat of the people of Najd. But the Messenger (peace and blessings be upon him) made the secondary miqat, when one passes it, like the original one; it is obligatory for him to enter the state of ihram from it. If it happens that he did so and they went to al-Sayl and entered the state of ihram from it, the scholars (may Allah have mercy on them) mentioned that whoever leaves an obligatory act of Hajj or 'Umrah must pay a fidyah (ransom payment) by slaughtering an animal in Makkah and distributing it to the poor.
