Q: I inform your eminence that I am the imam of the Grand Mosque in the village of al-Far', which is part of the town of al-'Ays , belonging to the region of Yanbu' . The custom of the people of that region is not to take women and children out to the festival prayer ground. I warned them two days before last 'Id al-Fitr that their practice is contrary to the Sunnah, and that they must comply with the Sunnah of our Prophet Muhammad (peace and blessings be upon him) by bringing women and children to the prayer ground. I intended nothing by this action except to revive the suppressed Sunnah. I started with my own household—my wife and my children—but unfortunately, no woman from the region attended the prayer ground. People talked about my action and considered it a grave abomination. The hatred of some of them reached the point that they complained about me to some officials at the Yanbu' al-Bahr Endowments. They requested my presence and told me: Do not do this; because it disturbs the worshippers—in their claim. This is what happened to me with the people of the region. Therefore, I ask your eminence to provide us with a message and a fatwa that clarifies the legal ruling and the error of such customs of theirs, which include things even more abhorrent, such as
women going out and greeting non-mahram men, kissing heads, and so on, despite my warning about this in the sermons on every occasion. I ask your eminence to direct the fatwa to them so that it can be read to them in the Friday prayer before the festival. This is what I need to inquire about. We turn to Allah asking for reward and recompense for you and for all Muslims.

A: First: It is a Sunnah for women to go out to the prayer ground on the two festival days. In the two Sahihs and others, it is narrated from Umm 'Atiyyah (may Allah be pleased with her) that she said: (We were ordered)—and in one narration:
He (the Messenger of Allah) commanded us that we should take out unmarried women and the screened away ladies for 'Id prayers, and he commanded the menstruating women to remain away from the place of worship of the Muslims.أمَرَنا؛ تعني النبي صلى الله عليه وسلم- أن نخرج في العيدين العواتق وذوات الخدور، وأمر الحيض أن يعتزلن مصلى المسلمين
Sahih Muslim 890a
And in another narration:
We were ordered to go out, and to take out the young girls and the women in their seclusionأمرنا أن نخرج ونخرج العواتق وذوات الخدور
, and in a narration of al-Tirmidhi :
That the Messenger of Allah (peace and blessings be upon him) used to take out the young girls, the unmarried girls, and the women in their seclusion, and those who are menstruating, on the two festivals. As for those who are menstruating, they stay away from the prayer ground and witness the supplication of the Muslims. One of them said: O Messenger of Allah, what if she does not have a jilbab? He said: Let her sister lend her one of her jilbabsأن رسول الله صلى الله عليه وسلم كان يُخرج الأبكار والعواتق وذوات الخدور والحيض في العيدين، فأما الحيض فيعتزلن المصلى ويشهدن دعوة المسلمين، قالت إحداهن: يا رسول الله، إن لم يكن لها جلباب، قال: فلتعرها أختها من جلابيبها
, and in a narration of al-Nasa'i :
Hafsah bint Sirin said: Umm 'Atiyyah never mentioned the Messenger of Allah (peace and blessings be upon him) without saying: My father for him. So I said: Did you hear the Messenger of Allah (peace and blessings be upon him) mention such and such? She said: Yes, my father for him. He said: Let the young girls, the women in their seclusion, and those who are menstruating go out to witness the festival and the supplication of the Muslims, and let those who are menstruating stay away from the prayer groundقالت حفصة بنت سيرين : كانت أم عطية لا تذكر رسول الله صلى الله عليه وسلم إلا قالت: بأبي، فقلت: أسمعت رسول الله صلى الله عليه وسلم يذكر كذا وكذا؟ قالت نعم بأبي، قال: لتخرج العواتق وذوات الخدور والحيض فيشهدن العيد، ودعوة المسلمين، وليعتزل الحيض المصلى
Based on the foregoing, it is clear that women going out for the festival prayers is a confirmed Sunnah, but on the condition that they go out covered, not displaying their adornment, as is known from other evidence. As for the going out of boys who have reached the age of discernment for the festival prayer, Friday prayer, and other prayers, it is a well-known and prescribed matter due to the many pieces of evidence regarding it. Second: It is forbidden to shake hands with a non-mahram woman; because the Prophet (peace and blessings be upon him) said:
But I do not shake hands with women.إني لا أصافح النساء

And because of the statement of 'A'ishah (may Allah be pleased with her):
The hand of the Messenger of Allah (peace and blessings be upon him) never touched the hand of a woman. He would only take their pledge of allegiance by words.ما مست يد رسول الله يد امرأة قط، ما كان يبايعهن إلا بالكلام
, and because shaking hands with non-mahram women is one of the causes of fitnah. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
