Continuing advice to the one who commits what is wrong

Machine translationRead the Arabic original
The second question of fatwa number ( 11292 )
Q2: Does the obligation of enjoining good and forbidding evil continue as long as the one who commits what is wrong does not stop, or is it sufficient for us to explain the ruling to him?
A2: Advice to the one who commits what is wrong continues until it is thought that it will not be of benefit
in relying on it alone, at which point one moves to punishing him, and that is by referring the matter to the one in authority, or to whoever takes his place in disciplining the deviants and the disobedient. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
