Q4: If aman refuses to pray and fast, and he is advised but refuses to pray and fast, is it obligatory for the one who knows this to report it to the government,such as the Committee for Enjoining Good and Forbidding Evil, if he hopes that they will compel him to do so?
A4: Yes, he should report it to the competent authorities so that they may deal with it, and this falls under the category of enjoining good and forbidding evil, and cooperating in righteousness and piety. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
