Q: What do the noble scholars say about the water used in toilets and bathrooms, which contains excrement and urine? This water goes to a machine, and the foul smell of this water changes. It mixes with medicines and with this pure water, and this water returns to the toilets and bathrooms a second time, and to the restaurant. Is it permissible to use this water for wudu and ghusl from the perspective of the Shari'ah, or not?
A: Praise be to Allah alone, and blessings and peace be upon His Messenger, his family, and his Companions.. After that: This issue has been studied by the Council of Senior Scholars of the Kingdom of Saudi Arabia, and a decision was issued regarding it, the substance of which is: (The Council reviewed the research prepared on this matter by the Permanent Committee for Scholarly Research and Ifta, and the Council also reviewed the letter from His Excellency the Minister of Agriculture and Water, number 1 \ 1299, dated 30 \ 5 \ 1398 AH. After research, deliberation, and discussion, the Council decided the following: Based on what the scholars have stated, that a large amount of water that has been changed by impurity becomes pure if its change disappears by itself, or by adding pure water to it, or if its change disappears due to prolonged standing, the effect of the sun, the passage of wind over it, or the like; because the ruling disappears when its cause disappears. And since impure water can be purified by several means, and since purifying it and removing the impurities that have befallen it through modern technical methods of purification is considered one of the best means of filtration and purification, as many material efforts are made to remove these impurities from the water, as is witnessed and confirmed by the specialized experts in this field, whose work, expertise, and experience are beyond doubt. Therefore, the Council considers it pure after complete purification, such that it returns to its original state, with no change in taste, color, or smell due to impurity. It is permissible to use it for removing states of ritual impurity and physical impurities, and purity is achieved by it. It is also permissible to drink it, unless there are health hazards arising from its use; in that case, it is prohibited to preserve the soul,
