The third question of the fatwa number ( 4400 )
Q 3: Whoever does not memorize six thousand hadiths, it is not permissible for him to say to anyone: this is lawful and this is forbidden; let him perform wudu and pray his prayer only.
A 3: Praise be to Allah alone, and blessings and peace be upon His Messenger, his family, and his Companions... And after: Whoever learns an issue from the issues of Islamic sacred law with its evidence, and is confident in himself regarding it, it is obligatory for him to convey it and explain it when needed, even if he is not a memorizer of the number of hadiths mentioned in the question; for what is established from the saying of the Prophet (peace and blessings be upon him):Riyad as-Salihin 1389 narrated by Ahmad and al-Tirmidhi and Ibn Hibban from Ibn Mas'ud (may Allah be pleased with him), and in a narration: Jami` at-Tirmidhi 2656Sahih (Darussalam) , narrated by al-Tirmidhi and al-Diya', from Zayd ibn Thabit (may Allah be pleased with him), and by his saying (peace and blessings be upon him): Jami` at-Tirmidhi 2669Sahih (Darussalam) .
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.

May Allah freshen the affairs of a person who hears something from us and communicates it to others exactly as he has heard it (i.e., both the meaning and the words), for it may be that the recipient of knowledge understands it better than the one who has heard it.
نضَّر الله امرءًا سمع منا شيئًا فبلغه كما سمعه، فرب مبلغ أوعى من سامعMay Allah gladden a man who hears a Hadith from us, so he memorizes it until he conveys it to someone else. Perhaps he carries Fiqh to one who is more understanding than him, and perhaps the one who carries the Fiqh is not a Faqih.
نضَّر الله امرءًا سمع منا حديثًا فحفظه حتى يبلغه غيره، فرب حامل فقه إلى من هو أفقه منه ورب حامل فقه ليس بفقيهConvey from me, even if it be an Ayah
بلغوا عني ولو آيةAnd success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
