The Abrogation of the Verse: O you who believe, fear Allah as is His due

Fatwa No. ( 2537 ):
Q: Are the following two verses such that the second abrogates the first:[Ali 'Imran 3:102] . [At-Taghabun 64:16] ?
A: The exegetes, including the Companions and others, differed regarding the first verse: is it a clear, decisive verse or an abrogated one? Ibn 'Abbas and those who agreed with him say that it is a clear, decisive verse, and they interpret as meaning that they should strive in His cause with true
striving, and that no reproach from anyone should affect them in the matter of Allah, and that they should uphold justice even against themselves, their fathers, and their sons. And Sa'id ibn Jubayr , Abu al-'Aliyyah, al-Rabi' ibn Anas , Qatadah , Muqatil ibn Hayyan , Zayd ibn Aslam , al-Suddi , and others held that it was abrogated by the saying of Allah the Exalted:[At-Taghabun 64:16]. The more apparent view is that there is no abrogation in the verse, and that "true fear of Allah" refers to what is indicated by the other verse, which is the saying of Allah the Exalted: [At-Taghabun 64:16]. And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
Q: Are the following two verses such that the second abrogates the first:
O you who have believed, fear Allah as He should be feared and do not die except as Muslims [in submission to Him].
So fear Allah as much as you are able and listen and obey and spend [in the way of Allah]; it is better for your selves. And whoever is protected from the stinginess of his soul - it is those who will be the successful.
A: The exegetes, including the Companions and others, differed regarding the first verse: is it a clear, decisive verse or an abrogated one?
