The fourth question of Fatwa No. ( 1997 ):
Q4: Is it obligatory to keep a book containing the Qur'an translated into French, just as one keeps the Noble Mushaf? And is it permissible to read from a book of the Qur'an translated into a language other than Arabic?
A4: The translation of the meanings of the Qur'an is an exegesis of it, and it is not the Qur'an by the consensus of the scholars, nor does it share its ruling.
Accordingly, it is not permissible to read from it in prayer, whether it is the translation and exegesis of al-Fatihah or the translation of anything other than al-Fatihah. It is obligatory to learn from the Qur'an in Arabic what is necessary for the worship of Allah, such as al-Fatihah. One who does not memorize al-Fatihah in Arabic should praise Allah, glorify Him, and recite tasbih and tahlil while standing in his prayer until he learns to recite al-Fatihah in Arabic. Likewise, it is not permissible for him to worship by reciting the translation of the Qur'an and the exegesis of its meanings; rather, he should review and study it to understand the rulings of Islam from it. He should also review the books of hadith to know the rulings of Islam from their translation into his language. He should choose from the books of creed what clarifies for him the creed of the righteous Salaf, namely the Companions and the rest of the early generations, whom the Messenger of Allah (peace and blessings be upon him) testified to as the best. He should strive to the best of his ability to learn the Arabic language so that he can understand the texts of the Book and the Sunnah in the language in which they were revealed. And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
