Q2: Is it permissible to recite the Qur'an or carry it for one who has performed istijmar after defecating—meaning after using the bathroom— as happens in schools when there is no water, where the teacher recites the Qur'an lesson after defecating? Is istijmar sufficient for him, or is wudu' obligatory for him, even if it is difficult?
A2: It is permissible for one who has performed istijmar and has not performed wudu' to recite the Qur'an, whether he is a teacher or a student, provided he is not in a state of major ritual impurity (janabah). However, reciting it while in a state of wudu' is better. As for touching the mushaf, it is not permissible according to the majority of scholars except for one who has purified himself from both major and minor ritual impurity. They cited as evidence the saying of Allah the Exalted:[Al-Waqi'ah 56:79] , and what is in the Prophet's (peace and blessings be upon him) letter to 'Amr ibn Hazm It is permissible to carry it by its strap; because that is not touching. The Hanbalis, Abu Hanifa, al-Hasan al-Basri, and a group of scholars said this. If one in a state of minor or major ritual impurity needs to touch it and there is no water with which to purify himself, he performs tayammum, and it is permissible for him to touch it with that. And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
