The second question of Fatwa No. ( 1777 ):
Q2: Is it a sin for me to read the Qur'an without ritual purity because there is no water or earth?
A2: If you are in the state you described, it is permissible for you to read the Qur'an without ritual purity; due to the generality of the saying of Allah the Exalted:[At-Taghabun 64:16] , and His saying: [Al-Hajj 22:78] . And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

So fear Allah as much as you are able
فَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْand has not placed upon you in the religion any difficulty
وَمَا جَعَلَ عَلَيْكُمْ فِي الدِّينِ مِنْ حَرَجٍ
