The third question of Fatwa No. ( 7901 ):
Q3: There is a verse in the Noble Qur'an in which the Master, Mighty and Majestic, says: In the name of Allah, the Most Gracious, the Most Merciful:
Say, "O My servants who have transgressed against themselves [by sinning], do not despair of the mercy of Allah. Indeed, Allah forgives all sinsقُلْ يَا عِبَادِيَ الَّذِينَ أَسْرَفُوا عَلَى أَنْفُسِهِمْ لاَ تَقْنَطُوا مِنْ رَحْمَةِ اللَّهِ إِنَّ اللَّهَ يَغْفِرُ الذُّنُوبَ جَمِيعًا
[Az-Zumar 39:53]
Truthful is Allah, the Exalted. Some of the exegetes say regarding this verse: Does Allah, Glorified and Exalted is He, forgive all sins, including shirk (associating partners with Allah)? Is the intended meaning here minor shirk, major shirk, or both?

A3: The saying of Allah the Exalted:
Say, "O My servants who have transgressed against themselves [by sinning], do not despair of the mercy of Allah. Indeed, Allah forgives all sins. Indeed, it is He who is the Forgiving, the Merciful."قُلْ يَا عِبَادِيَ الَّذِينَ أَسْرَفُوا عَلَى أَنْفُسِهِمْ لاَ تَقْنَطُوا مِنْ رَحْمَةِ اللَّهِ إِنَّ اللَّهَ يَغْفِرُ الذُّنُوبَ جَمِيعًا إِنَّهُ هُوَ الْغَفُورُ الرَّحِيمُ
[Az-Zumar 39:53]
is a prohibition from Him for His servants to despair of His mercy, and a firm promise from Him, Glorified is He, that He forgives all sins, small and large, and what was shirk, whether minor or major, for whoever repents from it. It is general for every sin for whoever repents from it, as He, the Exalted, said:
But indeed, I am the Perpetual Forgiver of whoever repents and believes and does righteousness and then continues in guidance.وَإِنِّي لَغَفَّارٌ لِمَنْ تَابَ وَآمَنَ وَعَمِلَ صَالِحًا ثُمَّ اهْتَدَى
[Taha 20:82]

And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
