A7: Its meaning is that conveying the truth to a tyrannical ruler, whether orally or in writing or by similar means, is one of the best types of jihad. Al-Munawi said in [Sharh al-Jami' al-Saghir]: "Because the injustice of a ruler spreads to a large number of people, if one restrains him, he has brought benefit to many creatures, unlike killing a disbeliever." End of quote. This is part of advising the rulers in every era for those who are able to do so, with knowledge, forbearance, and patience. And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
