The Shaykh : One looks at what the ruler has decreed and says: “This is the truth, this is the good, you have done well, and you have benefited.” Even if, may Allah protect us, it is one of the types of flattery toward rulers, because rulers have a circle of advisors who are evil and a circle of advisors who are good. The evil circle looks at what the ruler wants and then beautifies it for him, may Allah protect us. The good circle looks at what pleases Allah and His Messenger and directs the ruler to it. This is the good circle of advisors. A word of falsehood in the presence of an unjust ruler is, may Allah protect us, the opposite of jihad. A word of falsehood in the presence of an unjust ruler is when one looks at what the ruler wants and speaks it to him and beautifies it for him. And his saying:
a word of truth spoken before an unjust rulers كلمة حق عند سلطان جائر
Sunan an-Nasa'i 4209Hasan (Darussalam)
Also his saying:
An unjust ruler سلطان جائر
Because with a just ruler, a word of truth does not tire a person, because he accepts it. What is tiring is a word of truth in the presence of an unjust ruler. So now we have four cases:
A word of truth in the presence of a just ruler, and this is easy. A word of falsehood in the presence of a just ruler is also great and dangerous, because you may divert the just ruler with your word by the decorations you adorn it with. A word of truth in the presence of an unjust ruler is the best jihad. A word of falsehood in the presence of an unjust ruler is the ugliest thing, being assistance upon falsehood. So the categories are four, but the best of them is the word of truth in the presence of the unjust ruler. We ask Allah to make us and you among those who speak the truth openly and secretly, regarding themselves and others.
