Tafsir of Surat Hud

Fatwa number ( 6246 ):
Q: There are those who interpret the meaning of the statement of Allah the Exalted: The intended meaning of His saying:[Hud 11:78] is that the Prophet Lut (peace be upon him) meant by it: Come, commit the shameful act—namely, fornication—with my daughters from my loins. They claim that what is reported from the exegetes regarding the interpretation of the verse, namely that Lut (peace be upon him) was the father of all the believing women and that he intended lawful marriage, contradicts the apparent context of the verse. They justify this by arguing that fornication is closer to the fitrah (innate natural disposition) than sodomy and less deviant; consequently, to avert the greater of two harms, which is sodomy, by committing the lesser of two harms, which is fornication, according to the well-known legal maxim. What is your opinion regarding this interpretation and the ruling on the person who holds it?
A: The meaning of the phrase[Hud 11:78] In any case, there is no permission for them to commit fornication with his daughters or the daughters of his nation, for it is one of the major
sins in all the Shari'ahs of Allah the Exalted. The Prophet is exalted from giving permission for it. Whoever says that he gave permission for it because it is lighter than sodomy has erred and committed a great error. And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
