The third question of Fatwa No. ( 511 ):
Q3: Does the text imply that Iblis is from the angels or from another species? And if he is from another species, what is the nature of the exception in the statement of the Exalted:
(30) So the angels prostrated - all of them entirely, (31) Except Iblees, he refused to be with those who prostrated.فَسَجَدَ الْمَلائِكَةُ كُلُّهُمْ أَجْمَعُونَ (73) إِلا إِبْلِيسَ
[Al-Hijr 15:30-31]

A3: It is not hidden that the angels are a species of Allah's creations, whom Allah created from light. They do not disobey Allah in what He commands them and do what they are ordered to do. As for Iblis, Allah the Exalted mentioned that he is from the jinn, and He the Exalted said:
And [mention] when We said to the angels, "Prostrate to Adam," and they prostrated, except for Iblees. He was of the jinn and departed from the command of his Lordوَإِذْ قُلْنَا لِلْمَلائِكَةِ اسْجُدُوا لآدَمَ فَسَجَدُوا إِلا إِبْلِيسَ كَانَ مِنَ الْجِنِّ فَفَسَقَ عَنْ أَمْرِ رَبِّهِ
[Al-Kahf 18:50]
, and He the Exalted mentioned his statement in justifying his refusal to prostrate to Adam:
You created me from fire and created him from clay."خَلَقْتَنِي مِنْ نَارٍ وَخَلَقْتَهُ مِنْ طِينٍ
[Al-A'raf 7:12]
. As for the nature of the exception in the statement of the Exalted:
(30) So the angels prostrated - all of them entirely, (31) Except Iblees, he refused to be with those who prostrated.فَسَجَدَ الْمَلائِكَةُ كُلُّهُمْ أَجْمَعُونَ (73) إِلا إِبْلِيسَ
[Al-Hijr 15:30-31]
, it is a disconnected exception, like the statement of one who says: "The people came except a donkey." And there are some among the scholars of knowledge who say that Iblis, may Allah curse him, is from the species of the angels, except that he disobeyed
Allah the Exalted and persisted in rebellion and disobedience, so the curse of Allah became valid upon him until the Day of Resurrection. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad , and his family and his Companions.
