There is a well-known disagreement among the scholars on this. Some said: he was among the angels, then he was expelled and cursed. And some of the scholars of knowledge said: he was among the jinn, and the group he belonged to were the jinn. For this reason, He (Exalted and Majestic is He) said:
except for Iblees. He was of the jinn and departed from the command of his Lordإِلَّا إِبْلِيسَ كَانَ مِنَ الْجِنِّ فَفَسَقَ عَنْ أَمْرِ رَبِّهِ
[al-Kahf: 50], so the Exalted made it clear that he was among the jinn, and the jinn are the well-known ones, they are the second creation.
Some of the scholars of knowledge said: he is their father, just as Adam is the father of the humans, so he is the father of the jinn, and among them are the devils, who are the rebellious ones. But some of the scholars of knowledge said: the jinn are a group of the angels called the jinn; because they concealed themselves, they were called the jinn, and they are from the angels. These two views are well-known, but a group of the most precise scholars prefer the view that the jinn are not the angels, and that he was with the angels, praying with them and worshipping with them, so the command encompassed him. When he refused, committed open sinfulness, and became arrogant, he was cursed and expelled—may we seek refuge in Allah—and the devils became from his offspring. Among the jinn are the believer, the open sinner, and the disbeliever, as the Exalted said:
And among us are the righteous, and among us are [others] not soوَأَنَّا مِنَّا الصَّالِحُونَ وَمِنَّا دُونَ ذَلِكَ
[al-Jinn: 11].

A: The well-known view among the scholars is that he was among the angels, and that he was expelled when he became arrogant, and that the jinn are a group of the angels, called the jinn.
And others said: No, the jinn are the well-known second creation about whom Allah said:
And I did not create the jinn and mankind except to worship Me.وَمَا خَلَقْتُ الْجِنَّ وَالْإِنْسَ إِلَّا لِيَعْبُدُونِ
[al-Dhariyat: 56], and that they are not from the angels, and that the angels were created from light, and the jinn were created from fire, as the Exalted said:
And the jinn We created before from scorching fire.وَالْجَانَّ خَلَقْنَاهُ مِنْ قَبْلُ مِنْ نَارِ السَّمُومِ
[al-Hijr: 27]
[Satan] said, "I am better than him. You created me from fire and created him from clay."قَالَ أَنَا خَيْرٌ مِنْهُ خَلَقْتَنِي مِنْ نَارٍ وَخَلَقْتَهُ مِنْ طِينٍ
[al-A'raf: 12]. So he is not from the angels in substance; the substance of the angels is from light, and his substance is from fire, so he is not from them in substance, nor in reality. But he was with them, so when he was commanded to prostrate, he did not prostrate, he became arrogant, and he disobeyed, so Allah expelled him, distanced him, and cursed him.
For this reason, the Shaykh al-Islam Ibn Taymiyyah and a group chose this view, and they said: he is from the jinn, and he is their father, Allah created him from a flame of fire, and he is not from the angels, but he was with them in the sky, he was worshipping, so when he became arrogant, he was expelled and cursed—may Allah grant us safety.
