Fatwa No. ( 6876 ):


Q1: What is the ruling on a non-Muslim entering a mosque or prayer hall for Muslims, whether to attend the prayer or to listen to a lecture?
A1: We have previously issued an answer in Fatwa No. 2922, the text of which is as follows: (It is forbidden for Muslims to allow any disbeliever to enter al-Masjid al-Haram and the entire surrounding sacred precinct; because of the saying of Allah the Exalted:
O you who have believed, indeed the polytheists are unclean, so let them not approach al-Masjid al-Haram after this, their [final] yearيَا أَيُّهَا الَّذِينَ آمَنُوا إِنَّمَا الْمُشْرِكُونَ نَجَسٌ فَلا يَقْرَبُوا الْمَسْجِدَ الْحَرَامَ بَعْدَ عَامِهِمْ هَذَا
[At-Tawbah 9:28]
the verse. As for other mosques, some jurists said: It is permissible; because there is no evidence indicating its prohibition.
And some said: It is not permissible, by analogy to al-Masjid al-Haram . The correct view is that it is permissible for a legitimate Shari'ah interest, and for a need that calls for it, such as listening to what may lead him to enter Islam, or his need to drink from water in the mosque.
