Q7: What is the ruling on non-Muslims entering mosques?
A7: It is forbidden for Muslims to allow any disbeliever to enter al-Masjid al-Haram and the entire surrounding sacred precinct; because of the saying of Allah the Exalted:
O you who have believed, indeed the polytheists are unclean, so let them not approach al-Masjid al-Haram after this, their [final] yearيَا أَيُّهَا الَّذِينَ آمَنُوا إِنَّمَا الْمُشْرِكُونَ نَجَسٌ فَلا يَقْرَبُوا الْمَسْجِدَ الْحَرَامَ بَعْدَ عَامِهِمْ هَذَا
[At-Tawbah 9:28]
the verse. As for other mosques, some jurists said: it is permissible; because there is no evidence indicating its prohibition. And some said: it is not permissible; by analogy to al-Masjid al-Haram . The correct view: its permissibility for a legitimate Shari'ah interest, or for a pressing need that calls for it: to hear what may invite him to enter Islam, or his need to drink
from water in the mosque or the like; because the Prophet (peace and blessings be upon him) tied Thumamah ibn Uthal al-Hanafi in the mosque before he embraced Islam, and he housed the delegation of Thaqif and the delegation of the Christians of Najran in the mosque before they embraced Islam; because of the many benefits in that, which are: their hearing the sermons and admonitions of the Prophet (peace and blessings be upon him), and their seeing the worshippers and the reciters, and other great benefits that are realized for one who frequents the mosque. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
