Q: About the effect of jinn on humans or humans on jinn, and about the effect of the envious person's evil eye on the one envied.
A: The effect of jinn on humans, humans on jinn, and the effect of the envious person's evil eye on the one envied—all of this is a reality and is known, but all of it is by the permission of Allah (Glorified and Exalted is He) in terms of cosmic decree, not by His legislative permission. As for what concerns the effect of the envious person's evil eye on the one envied, it is indeed established and a reality among people. It is authentic from the Prophet (peace and blessings be upon him) that he said:
The evil eye is a reality, and if anything were to precede the divine decree, it would be the evil eyeالعين حق، ولو أن شيئًا سبق القدر سبقته العين
, and he said (peace and blessings be upon him):
No Ruqyah except for the (evil) eye and the scorpion sting.لا رقية إلاَّ من عين أو حُمَةٍ
