The third question of Fatwa No. ( 9813 ):
Q3: People of the North.. If they build a congregational mosque and circumambulate it seven times on the day of its opening, is this a religious innovation or not, and what is the evidence?
A3: Circumambulating the mosque seven times is a denounced religious innovation, whether that is on the day of its opening or otherwise; because circumambulating seven times is a means of drawing near to Allah that was legislated around the Ka'bah and not around anything else. So making the circumambulation seven times around anything other than the Ka'bah is imitating it with the Ka'bah and legislating what Allah has not authorized. The Prophet (peace and blessings be upon him) built the mosque of Quba and the Prophet's Mosque , and the Companions (may Allah be pleased with them) built mosques in many lands, and it is not known of him or of them that they circumambulated the mosque seven times, or less, or more. They only circumambulated around the Ka'bah in Hajj or 'Umrah, or voluntarily, seven circuits; drawing near to Allah and worshipping Him, the Exalted. And all good is in following them and treading in their footsteps. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
