The first question of Fatwa number ( 3535 ) :
Q1: What is the ruling on praying behind a man who says: “Allah is in the sky and on the earth” , saying that Allah is present in the earth out of fear of specifying His location?
A1: It is the belief of the people of the Sunnah and the community: that Allah (Blessed and Exalted is He) is in the height above all His creation, and that He has risen above His Throne in a manner befitting His majesty. Among the indications of this is His saying:
The Most Merciful [who is] above the Throne established.الرَّحْمَنُ عَلَى الْعَرْشِ اسْتَوَى
[Taha 20:5]
, and His saying:
And He is the Most High, the Most Great.وَهُوَ الْعَلِيُّ الْعَظِيمُ
[Al-Baqarah 2:255]
, and His saying:
And He is the subjugator over His servantsوَهُوَ الْقَاهِرُ فَوْقَ عِبَادِهِ
[Al-An'am 6:18]
, and His saying regarding Isa:
Rather, Allah raised him to Himselfبَلْ رَفَعَهُ اللَّهُ إِلَيْهِ
[An-Nisa 4:158]
. He (Exalted and Majestic is He) is a God in the sky and a God on the earth, as He said:
And it is Allah who is [the only] deity in the heaven, and on the earth [the only] deityوَهُوَ الَّذِي فِي السَّمَاءِ إِلَهٌ وَفِي الأَرْضِ إِلَهٌ
[Az-Zukhruf 43:84]
. And He is with His creation by His knowledge, as He said:
and He is with you wherever you areوَهُوَ مَعَكُمْ أَيْنَ مَا كُنْتُمْ
[Al-Hadid 57:4]
. So whoever
believes that Allah (Exalted and Majestic is He) is in the earth by His essence, this contradicts the Book, the Sunnah, and scholarly consensus. It is the doctrine of the hululiyyah who say that Allah is present in every place. If one says this out of ignorance, the ruling is explained to him; if he persists, or if he says it not out of ignorance, then he is a disbeliever in Allah, and prayer behind him is not valid. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
