The second question of Fatwa No. ( 6366 ):
Q2: What is the difference between sorcery and the evil eye? And does the evil eye exist in
religion and have a ruling? And what is the treatment for both the one who casts the eye and the one affected by it
if that is correct?

A2: Sorcery in language: refers to what is hidden and subtle in its cause, and in technical terminology: sorcery is incantations and ruqyah, and of it is what affects hearts and bodies, causing illness, killing, and separating a person from his spouse. Allah the Exalted said:
And [yet] they learn from them that by which they cause separation between a man and his wife. But they do not harm anyone through it except by permission of Allah.فَيَتَعَلَّمُونَ مِنْهُمَا مَا يُفَرِّقُونَ بِهِ بَيْنَ الْمَرْءِ وَزَوْجِهِ وَمَا هُمْ بِضَارِّينَ بِهِ مِنْ أَحَدٍ إِلاَّ بِإِذْنِ اللَّهِ
[Al-Baqarah 2:102]
. As for the evil eye, it is derived from 'ana ya'inu if it strikes him with his eye, and the evil eye is a reality, as it came in the authentic hadith that the Prophet (peace and blessings be upon him) said:
The evil eye is real, and if anything could precede the divine decree, the evil eye would precede it. And if you are asked to take a bath, then take a bathالعين حق ولو كان شيء سابق القدر لسبقته العين، وإذا استغسلتم فاغسلوا
Sahih Ibn Hibban 58:24
, and its ruling is that it is forbidden like sorcery. As for the treatment for the one who casts the eye, if he sees something that pleases him, let him remember Allah and bless it, as it came in the hadith:
If you see something that pleases you, bless itهلا إذا رأيت ما يعجبك برَّكت
, so he says: "What Allah willed, there is no power except by Allah," and he prays for the person with a blessing. As for the one affected by the eye, he fortifies himself by faith in Allah, reliance upon Him, and reciting a portion of the Qur'an and the transmitted supplications. And if the one affected by the eye knows who struck him with the eye, it is prescribed for him to ask him to wash his face, his hands, and the inside of his garment in a vessel, and then the one affected by the eye bathes with that water;
because of the saying of the Prophet (peace and blessings be upon him):
And if you are asked to perform ghusl, then wash.وإذا استغسلتم فاغسلوا
. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
