Knowing Sorcery and the Evil Eye Through Experience

Question:
Some mosque imams and shaykhs recite verses from the Qur'an and supplications over people, and they tell them what has afflicted them. Some say to a person, "You have been afflicted by sorcery," and some say, "You have been afflicted by the evil eye," among other things they say. What is your ruling regarding these people, the ruling on going to them, and the ruling on believing them? And is what they say true?
Answer:
If the student of knowledge who performs ruqyah (healing by Qur'anic recitation) has become accustomed to signs by which he recognizes what afflicts the one under sorcery, or signs by which he recognizes the evil eye, then there is nothing wrong with that. He recites over him what Allah has made easy from the Book of Allah, such as Surat al-Fatihah, Ayat al-Kursi, "Say, He is Allah, the One," and the two chapters of protection (al-Mu'awwidhatayn), or other verses. Allah made the Qur'an a cure from the evil eye and from sorcery as well, until the Prophet (peace and blessings be upon him) said:Jami` at-Tirmidhi 2057Sahih (Darussalam).
The scholars said: The meaning of "there is no ruqyah more effective and more healing, or more beneficial, than from the evil eye or a sting." The evil eye is the look, which they call the look; it is the breath. And the sting is the poison from venomous creatures. And he (peace and blessings be upon him) said:Sunan Abi Dawud 3886Sahih (Al-Albani) And he (peace and blessings be upon him) was treated with ruqyah and he performed ruqyah, and he ordered that the children of Ja'far be treated with ruqyah and said: I He said to their mother: So he ordered her to seek ruqyah for them. Thus, ruqyah is beneficial from the evil eye.
So if the student of knowledge, known for sound creed, has tried these matters and seen that what is in so-and-so is something he knows to be the evil eye, or that it is sorcery, that he is under sorcery, he deals with the treatment of sorcery, or the treatment of the evil eye. The Prophet (peace and blessings be upon him) said: And he said: So if the one who cast the evil eye is known, he is asked to perform ghusl (ritual bath). He is asked to wash his face, rinse his mouth, and wash the inside of his garment, and the tips of his hands and feet, until it is poured over the one afflicted by the evil eye, and he is healed by the permission of Allah. Or he is treated with what Allah has made easy from the Qur'an, from Surat al-Fatihah, Ayat al-Kursi, and others. And generally, that benefits him by the permission of Allah.
And likewise, the one under sorcery is treated with ruqyah using Surat al-Fatihah, Ayat al-Kursi, and the verse of sorcery in Surat al-A'raf, and in Yunus, and in Ta-Ha. These are read into water along with the short chapters (Qul ya ayyuha al-kafirun, Qul huwa Allahu ahad, and the two chapters of protection). He drinks some of it and performs ghusl with the rest. Allah benefits many of those afflicted by sorcery through this.
And sorcery is a reality that occurs frequently, as Allah (Exalted and Majestic is He) said: [al-Baqarah: 102].
So sorcery is a reality, and much of it kills people, some of it causes illness, and some of it alters the mind. They have various types of actions in it, and they seek help from the jinn and Shayatins (devils) in that. And this occurred in the time of Musa (peace be upon him). The sorcerers of Pharaoh gathered the staffs and ropes before the people's eyes and cast a spell over their eyes, until the people thought that these staffs and ropes were snakes [Ta-Ha: 66]. When Musa threw his staff, it swallowed them all, and the people knew the falsity of this sorcery. The sorcerers fell prostrate to Allah (Glorified and Exalted is He) and they repented and turned back to Allah (Glorified and Exalted is He) .
And the point is: that this has a treatment. So if it is known by the signs he has become accustomed to that it is sorcery, he uses ruqyah for sorcery. And some of the predecessors mentioned that among the causes of treatment, and what is included in the treatment, are seven leaves of the sidr tree, which are ground and put in water as well. And this may also benefit from the matter of sorcery by the permission of Allah.
And likewise, in the case of a man who is prevented from his wife and kept away from her, if these verses are recited for him along with Surat al-Fatihah, along with Ayat al-Kursi, along with "Say, O you disbelievers," "Say, He is Allah, the One," and the two chapters of protection, and he drinks from it and performs ghusl with the rest, generally its effect is removed and his prevention is lifted.

And they followed [instead] what the devils had recited during the reign of Solomon. It was not Solomon who disbelieved, but the devils disbelieved, teaching people magic and that which was revealed to the two angels at Babylon, Harut and Marut. But the two angels do not teach anyone unless they say, "We are a trial, so do not disbelieve [by practicing magic]." And [yet] they learn from them that by which they cause separation between a man and his wife. But they do not harm anyone through it except by permission of Allah.
