The second question of Fatwa No. ( 9457 ):
Q2: Is calling to Allah based on divine prescription or on divine success?
A2: Calling to Allah is based on divine prescription in the sense that the caller follows in his calling the methodology to which Allah has guided the callers, namely wisdom, good exhortation, and discussing matters of independent legal reasoning in the best manner to reach the truth, not with the intention of overcoming others or being biased toward one’s own opinion. Allah the Exalted said:
Invite to the way of your Lord with wisdom and good instruction, and argue with them in a way that is bestادْعُ إِلَى سَبِيلِ رَبِّكَ بِالْحِكْمَةِ وَالْمَوْعِظَةِ الْحَسَنَةِ وَجَادِلْهُمْ بِالَّتِي هِيَ أَحْسَنُ
[An-Nahl 16:125]

the verse, and that he should denounce what is wrong with his hand if he is able and qualified to do so; if he is not able, then with his tongue; and if he is not able, then with his heart, and that is the weakest of faith. It is a collective obligation, so if some people fulfill it, it is lifted from the rest, and it becomes an individual obligation for those without whom it cannot be fulfilled. As for the aspect of occurrence, it is based on divine success, meaning that for whom Allah the Exalted wills success in performing the obligation of calling to Allah, He expands his chest for it and prepares its means for him, as a favor and mercy from Him the Exalted. And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
