The third question of Fatwa No. ( 4246 ):
Q3: What is the meaning of the Prophet's (peace and blessings be upon him) statement regarding the Ummah, where he says in a hadith:
all of which will be in Hell apart from oneكلهم في النار إلاَّ واحدة

, and who is the one? And are the seventy-two sects all eternally in the Fire under the ruling of the polytheist
or not?

When it is said: the Ummah of the Prophet (peace and blessings be upon him), is this Ummah referred to as his followers and non-followers, or is it referred to as his followers only?
A3: The meaning of the Ummah in this hadith is: the Ummah of response, and it divides into seventy-three, seventy-two of which are deviant, innovating religious innovations that do not take them out of the religion of Islam, so they are punished for their innovation and deviation, except for whom Allah forgives and pardons, and their end is Paradise. The one saved sect is the people of the Sunnah and the community who followed the Sunnah of the Prophet (peace and blessings be upon him) and adhered to what he and his Companions (may Allah be pleased with them) were upon. They are those about whom the Messenger of Allah (peace and blessings be upon him) said:
A group from my Ummah will remain standing upon the truth, manifest, and those who oppose them or abandon them will not harm them until the command of Allah comesلا تزال طائفة من أمتي قائمة على الحق ظاهرين لا يضرهم من خالفهم ولا من خذلهم حتى يأتي أمر الله
. As for the one whose innovation takes him out of Islam, he is from the Ummah of invitation, not the Ummah of response, and he will be eternal in the Fire. This is the stronger position. It was also said that the meaning of the Ummah in this hadith is: the Ummah of invitation, which is general and includes everyone to whom the Prophet (peace and blessings be upon him) was sent, whether they believed or disbelieved. And the meaning of the one is: the Ummah of response, which is specific to those who believed in the Prophet (peace and blessings be upon him) with sincere faith and died upon that, and this is the saved sect from the Fire, either without prior punishment or after prior punishment, and their end is Paradise.
And as for the seventy-two sects, they are all except the saved sect, and they are all disbelievers, eternal in the Fire. With this, it becomes clear that the Ummah of invitation is broader than the Ummah of response, so everyone who is from the Ummah of response is from the Ummah of invitation, but not everyone who is from the Ummah of invitation is from the Ummah of response. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
