The Shaykh : We ask: Does she have money? If she does, she performs Hajj on her behalf. If she does not have money, she does not perform Hajj on her behalf. That is, it is not obligatory for her to perform Hajj on her behalf if she does not have money, because she is unable to do so. However, if she has money, it appears that this type of illness will not go away. So we ask Allah for her healing and well-being, and that He help her and enable her to perform Hajj. Yes.
