The Shaykh: And the obligatory, as it appears to us, is this second matter. Divine decree (qadar) is the divine organization of what He decreed in His prior knowledge, organizing it according to His eternal knowledge and decreeing it with precise determination. When this decree is realized and occurs, it becomes divine decree and destiny (qada'). Therefore, qada' is the occurrence of the decreed, and before it occurs, it is qadar and not qada'. This is what pertains to the concept of divine decree and destiny. In reality, this research is among the matters of belief that it is obligatory to believe in and affirm, due to the coming of many verses in the Book and even more hadiths than the verses. All of this establishes that qadar is part of faith, and the servant does not possess the correct faith except by believing that Allah (Mighty and Majestic) has decreed the affairs in His prior knowledge with precise determination, organized them with a wonderful organization accompanied by wisdom, and with the sincere will that nothing repels.
