This covering is permissible based on the statement of Aisha (may Allah be pleased with her):
We used to be in a state of ihram, and when a group of men would pass by us, we would let our jilbabs hang down over our faces. كنَّا ونحن محرمات إذا مرَّ بنا ركب من الرجال أسدَلْنا جلابيبنا على وجوهنا
