Q: A woman performed 'Umrah three times and was wearing the burqa. She was also wearing a light covering over the burqa, sometimes placing it on the burqa and sometimes lifting it. She was ignorant of the ruling on wearing the burqa, in addition to the 'Umrah for Hajj. She was also wearing the burqa, and in addition, she combed her hair on the afternoon of the eighth day in Mina . What is the ruling, O honorable Shaykh?
A: It is not permissible for a woman in the state of ihram for Hajj or 'Umrah to wear the niqab; that is, to wear a veil over her face, which is the burqu'. However, if there are non-mahram men in her presence, she should lower her khimar (head covering) over her face, as the women of the Prophet (peace and blessings be upon him) did during the Farewell Pilgrimage. As long as the woman mentioned wore the niqab out of ignorance, she owes nothing; because she is excused by her ignorance. She also owes nothing for arranging and combing the hair on her head, provided it was done without perfume. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
