The Shaykh : Naturally, such a person is not a Muslim, for Allah (Mighty and Majestic) has commanded that when people differ and dispute over any of the rulings, they should return to two things: the Book of Allah and the Sunnah of the Messenger of Allah (peace and blessings be upon him), as He said:
And if you disagree over anything, refer it to Allah and the Messenger, if you should believe in Allah and the Last Day. That is the best [way] and best in result. فإن تنازعتم في شيء فردّوه إلى الله والرسول إن كنتم تؤمنون بالله واليوم الآخر ذلك خير وأحسن تأويلاً
[An-Nisa 4:59]
The scholars of exegesis have agreed that the return to Allah in this verse means returning to His Book. This is a matter of obvious clarity, for returning to Allah does not mean referring the matter to a judge or ruler to whom the disputing parties go. It is not possible for humans to return to our Lord (Mighty and Majestic) in His essence (Blessed and Exalted is He). Therefore, they have agreed that the intended meaning of returning to Allah is with an implied, omitted addition, namely returning to His Book. Similarly, regarding the return to His Messenger, it is not possible to return to his person, especially for those who were far from him during his lifetime, and even more so for those who came after his passing (peace be upon him); they cannot return to his person. Likewise, the intended meaning of returning to the Messenger is returning to his Sunnah. Thus, whoever claims that he is content with the Qur'an alone without the Sunnah has disbelieved in Allah and His Messenger because of this verse, and because of many similar verses, such as His saying:
It is not for a believing man or a believing woman, when Allah and His Messenger have decided a matter, that they should [thereafter] have any choice about their affair. And whoever disobeys Allah and His Messenger has certainly strayed into clear error. وما كان لمؤمن ولا مؤمنة إذا قضى الله ورسوله أمراً أن يكون لهم الخيرة من أمرهم ومن يعص الله ورسوله فقد ضل ضلالاً مبينا
[Al-Ahzab 33:36]
and His saying:
And We revealed to you the message that you may make clear to the people what was sent down to them وأنزلنا إليك الذّكر لتبيّن للناس ما نُزِّل إليهم
[An-Nahl 16:44]
So whoever does not believe in his explanation (peace and blessings be upon him), which Allah entrusted to him to explain the Qur'an, has not believed in the Qur'an. The most famous verse in this regard is:
He who obeys the Messenger has obeyed Allah من يطع الرسول فقد أطاع الله
[An-Nisa 4:80]
So the one who claims that he does not judge by his Sunnah (peace be upon him) but only by the Qur'an is not a believer in the Qur'an; rather, what is said about some of the People of the Book applies to him, as He said:
So do you believe in part of the Scripture and disbelieve in part? أفتؤمنون ببعض الكتاب وتكفرون ببعض
[Al-Baqarah 2:85]
