The Shaykh : What do you mean? I did not understand. Naturally, such a person is not a Muslim; for Allah (Mighty and Majestic) has commanded that when people differ and dispute over any of the rulings, they should refer to two things: the Book of Allah and the Sunnah of the Messenger of Allah (peace and blessings be upon him); as He (the Exalted) said:
And if you disagree over anything, refer it to Allah and the Messenger, if you should believe in Allah and the Last Day. That is the best [way] and best in result. فَإِنْ تَنَازَعْتُمْ في شَيْءٍ فَرُدُّوهُ إِلَى اللَّهِ وَالرَّسُولِ إِنْ كُنتُمْ تُؤْمِنُونَ بِاللَّهِ وَالْيَوْمِ الآخِرِ ذَلِكَ خَيْرٌ وَأَحْسَنُ تَأْوِيلًا
[An-Nisa 4:59]
. The scholars of exegesis have agreed that the reference to Allah in this verse means reference to His Book. This is a matter of obvious clarity; for referring to Allah does not mean referring to a judge or a ruler to whom the disputing parties go. Our Lord (Mighty and Majestic) is not one to whom humans can refer in His own essence (Blessed and Exalted is He). Therefore, they have agreed that the intended meaning of "referring to Allah" involves a deleted implied addition, meaning: to His Book.
Likewise, regarding the reference to His Messenger; it is not possible to refer to his person, especially for those who were far from him during his lifetime, and more specifically for those who came after his death (peace be upon him); for they cannot refer to his person. Thus, the intended meaning of referring to the Messenger is referring to his Sunnah. So whoever claims that he is content with the Qur'an without the Sunnah; he has disbelieved in Allah and His Messenger by this verse and by many similar verses; as in His saying (the Exalted):
It is not for a believing man or a believing woman, when Allah and His Messenger have decided a matter, that they should [thereafter] have any choice about their affair. And whoever disobeys Allah and His Messenger has certainly strayed into clear error. وَمَا كَانَ لِمُؤْمِنٍ وَلا مُؤْمِنَةٍ إِذَا قَضَى اللَّهُ وَرَسُولُهُ أَمْرًا أَنْ يَكُونَ لَهُمُ الْخِيَرَةُ مِنْ أَمْرِهِمْ وَمَنْ يَعْصِ اللَّهَ وَرَسُولَهُ فَقَدْ ضَلَّ ضَلالًا مُبِينًا
[Al-Ahzab 33:36]
, and His saying (Blessed and Exalted is He):
And We revealed to you the message that you may make clear to the people what was sent down to them وَأَنزَلْنَا إِلَيْكَ الذِّكْرَ لِتُبَيِّنَ لِلنَّاسِ مَا نُزِّلَ إِلَيْهِمْ
[An-Nahl 16:44]
. So whoever does not believe in his explanation (peace and blessings be upon him), which Allah entrusted to the Qur'an, has not believed in the Qur'an. The most famous verse in this regard is:
He who obeys the Messenger has obeyed Allah ومَنْ يُطِعِ الرَّسُولَ فَقَدْ أَطَاعَ اللَّهَ
[An-Nisa 4:80]
.
So the one who claims that he does not judge by his Sunnah (peace be upon him), but only by the Qur'an; he is not a believer in the Qur'an, and what Allah (the Exalted) said about some of the People of the Book applies to him:
So do you believe in part of the Scripture and disbelieve in part? أَفَتُؤْمِنُونَ بِبَعْضِ الْكِتَابِ وَتَكْفُرُونَ بِبَعْضٍ
[Al-Baqarah 2:85]
. Therefore, the Prophet (peace and blessings be upon him) issued a severe warning against relying on the Qur'an only without the Sunnah; he said (peace and blessings be upon him):
I will find one of you reclining on his couch saying: This is the Book of Allah; so what we find therein as forbidden we forbid, and what we find therein as lawful we make lawful. Know that I have been given the Qur'an and with it its like. Know that what the Messenger of Allah has forbidden is like what Allah has forbidden. لا ألفينَّ أحدَكم متَّكئًا على أريكته يقول : هذا كتاب الله ؛ فما وجدنا فيه حرامًا حرَّمناه ، وما وجدنا فيه حلالًا حلَّلناه ؛ ألا إني أُوتيت القرآن ومثله معه ، ألا إن ما حرَّم رسول الله مثل ما حرَّم الله
; for as it came in the Qur'an:
(3) Nor does he speak from [his own] inclination. (4) It is not but a revelation revealed, وَمَا يَنْطِقُ عَنِ الْهَوَى ، إِنْ هُوَ إِلَّا وَحْيٌ يُوحَى
[An-Najm 53:3-4]
.
In conclusion: He (peace and blessings be upon him) gathered the two primary sources for Muslims, the Book and the Sunnah, in his saying (peace and blessings be upon him):
I have left among you two matters by which you will not go astray as long as you hold fast to them: the Book of Allah and my Sunnah, and they will not separate until they come to me at the Pool. تركت فيكم أمرين لن تضلُّوا ما إن تمسَّكتم بهما كتاب الله وسنَّتي ، ولن يتفرَّقا حتى يَرِدَا عليَّ الحوض
. So if a Muslim explicitly states, even if he prays and fasts, that he does not rely in his religion except on the Noble Qur'an, he is a disbeliever. The first thing that indicates his disbelief and contradiction is that he prays a prayer; if he is sincere in this prayer, its characteristics did not come in the Qur'an. So where did he get these characteristics of bowing, prostration, remembrances, and the tashahhud? All these details came to us only through the Messenger of Allah (peace and blessings be upon him). So whoever claims that he does not rely except on the Qur'an, his Islam is not valid. Rather, if there were a ruler who enforces the Shari'ah with all its rulings, this person would be called to repent; if he persisted in not relying on the Qur'an in his religion, he would be killed for disbelief, not as a hadd punishment, and if he repents, Allah will accept his repentance.
