The Shaykh : So if we are to establish it, our call is based on two foundations, two pillars, without which the entire Islamic world cannot stand, nor can it regain its former glory and the honor of which we boast—that the Muslims were once great, then they were humbled until some of their lands were occupied by the most wretched of nations, namely the Jews. The two pillars that are indispensable for establishing the Muslim state are knowledge
So know, [O Muhammad], that there is no فاعلم أنه لا إلا الله
[Muhammad 47:19]
and the second is action
And say, "Do [as you will], for Allah will see your deeds, and [so, will] His Messenger وقل اعملوا فسيرى الله عملكم و رسوله
[At-Tawbah 9:105]
. Today, there is knowledge, but it is lacking, and there is action for Islam, but it is lacking. If you act in accordance with Islam, either your action does not conform to Islam, or you neglect acting in accordance with Islam. The fundamental thing is that we establish the Muslim state. We refer to these two pillars as purification and education. Often, with great regret, we hear some people say, regarding those who follow the methodology of the Salaf al-Salih, and who may claim affiliation with them by name, saying, "We are Salafis, followers of the Salaf al-Salih," they ask, "What have the Salafis contributed to establishing the Muslim state?" I think you know the answer now, but we reverse this question and ask, "What have the non-Salafis contributed? What have these people contributed over many long years?" If you ask one of them a legal question that has been transmitted and inherited from the Messenger of Allah (peace and blessings be upon him), and without offense, this is a test for you, O attendees: "Where is Allah?" You will not hear an answer except from one who works to establish the Muslim state on the two pillars of purification and education. As for those who raise their voices to establish the Muslim state, and it may have been nearly a century since they started, yet they have not been able to do anything, do they know how to answer this question, "Where is Allah?" Allah, of whom Allah said in His Book
So know, [O Muhammad], that there is no فاعلم أنه لا إلا الله
[Muhammad 47:19]
, "Where is Allah?" You do not hear an answer from them; they do not know where Allah is. How can these people want to establish the state of Allah, if that expression is correct, when they do not know where Allah is? Is He, for example, like a silkworm in its stone, in its burrow, in its cocoon? Or is He in this void, in this air? Or what? You do not hear an answer from him. May Allah have mercy on the Amir of the Amirs of Damascus when a discussion took place in his presence between a great Salafi scholar and other people influenced by the science of Kalam. These scholars influenced by the science of Kalam, or if you wish, by the Mu'tazilah, said, "Allah is not above, not below, not to the right, not to the left, not in front, not behind, not inside the world, and not outside it." These are the scholars of Sham in their time, uttering this clear misguidance in the presence of the Amir of Damascus at that time, while they were debating a man who said, "My Lord is Allah, my Lord is in the sky"
Do you feel secure that He who [holds authority] in the heaven أأمنتم من في السماء
[Al-Mulk 67:16]
Be merciful on the earth, and you will be shown mercy from Who is above the heavens. ارحموا من في الأرض يرحمكم من في السماء

When the Amir heard this, and the Amir is supposed to be ordinary in enjoining what is prescribed by the Shari'ah and seeking the help of scholars, but he was a man of reason, when he heard the scholars of Kalam saying, "Allah is not above, not below, not to the right, not to the left, not in front, not behind, not inside the world, not outside it," what did the Amir say? He said, "These are a people who have lost their Lord." Truly, these are a people who have lost their Lord. And I believe it is not only those who have lost their Lord, but the majority of Muslims today have lost their Lord. Why? Because they do not understand the Book of Allah, nor do they understand the Hadith of the Messenger of Allah (peace and blessings be upon him). Instead, they have intensive, light, and few studies that are not supported by scriptural evidence. One of them may graduate without yet understanding
So know that there is no deity except Allah. فاعلم أنه لا إله إلا الله
, but he delivers to you loud and resonant lectures and sermons, and he stirs up souls, so that you almost want to attack the Jews now! Then it is like the foam of soap. If you asked this man, and those who deliver sermons, "Where is Allah?" there is no answer. Whereas a slave girl in the time of the Messenger (peace and blessings be upon him), because she graduated from his school, using the modern expression that exists today, the Messenger (peace and blessings be upon him) asked her this question, and she answered with the correct Islamic answer.
