The Shaykh : That is: The Prophet (peace and blessings be upon him) combined prayers in Madinah without the excuse of rain, let alone the fact that he was a resident and not a traveler, to establish the precedent for residents that it is permissible for them to combine the two prayers while residing. This is not an absolute permission, as some people imagine from this hadith, which explicitly states that the Prophet (peace and blessings be upon him) combined for no reason other than the known excuses. Therefore, the question was asked: Why did he combine then? He said:
So that he would not cause hardship for his Ummah لكي لا يُحرج أُمَّته
. This explanatory phrase from the narrator of the hadith must not be discarded, and it must remain firmly in our minds so that we understand this ruling without excess or deficiency. Excess and exaggeration is for a person who is a resident to take a dispensation and combine merely as a dispensation, and not as a removal of hardship. This is a waste of the obligatory preservation of times, as Allah the Exalted said:
Indeed, prayer has been decreed upon the believers a decree of specified times. إنَّ الصلاة كانت على المؤمنين كتابًا موقوتًا
[An-Nisa 4:103]
.
As for deficiency, which is wasting this ruling, it is from those who say that combining is not permissible except in the state of travel. This is an authentic hadith in which the Messenger (peace be upon him) combined in the state of residence. However, this combining is not absolute and is not a dispensation as is the case for the traveler, but rather for the cause of removing hardship. So whoever is exposed to falling into hardship if he wants to preserve performing the Zuhr prayer in its time and the 'Asr prayer in its time, the hardship is removed by the explicit text of the Noble Qur'an, where the Lord of the Worlds said:
and has not placed upon you in the religion any difficulty وما جعل عليكم في الدين من حرج
[Al-Hajj 22:78]
. So when this cause exists, there is permissibility for the resident to combine the two prayers. But if there is no hardship, and it is merely desire and taking a dispensation as is the case in travel, then this is not permissible in the state of residence. So this hadith gives us that combining in the state of residence is sometimes permissible and sometimes not permissible. The time in which it is permissible is for the removal of hardship, and the time in which this combining is not permissible is when there is no hardship in preserving the prayers in their times.
