What is your opinion regarding what has spread among people, namely some young men sitting to perform ruqyah (healing by Qur'anic recitation) and holding special gatherings for that purpose, along with selling the water and oil that has been recited over and seeking blessing from it?

The questioner : The first question: It saysThe questioner : It is well known that reciting over a person afflicted with epilepsy is permissible, but it has become common among us for some young men to sit and undertake this matter, knowing that they recite over everyone who comes to them claiming to be sick, without verifying the matter. This has continued to increase among the youth, to the point that waswas (whispers of doubt) has spread among many people. Some young men have even gone so far as to hold special gatherings in specific places for ruqyah (healing by Qur'anic recitation) for those who come to them. They blow into water and oil and sell it for more than they paid for it. People have flocked to them, including those with waswas (whispers of doubt), those seeking blessing, and those who are truly sick. They recite over everyone who claims to be sick. So what is the Shaykh's opinion?

The Shaykh : This question was asked recently, yesterday, and we also mentioned the answer. We said: What we know in this matter is nothing but reciting some of the Qur'an over a person afflicted with epilepsy. As for anything other than that, we do not know a basis for it in the Sunnah. As for selling the oil, blowing into it, and seeking blessing from it, this is likewise something for which we do not know a basis. We cannot approve of a matter, first: because we have not found a basis for it in the Book and the Sunnah, and second: because we have not known this from the practice of our righteous predecessors (Salaf). As for whether there are people who do this or not, as I said also recently, the responsibility lies with the one who reports it. We do not know anything about it at all. As for the issue of recitation over a person afflicted with epilepsy, it is a well-known matter throughout the Islamic eras.

The questioner : Peace be upon you.

The Shaykh : Only the recitation—and upon you be peace, and Allah's mercy and blessings—as for anything other than that, we have no knowledge of it, and we do not approve of it for the reasons previously stated.
