Question: If Ramadan enters and a person has days of fasting to make up, but he was unable to fast them due to an illness that afflicted him, what is the ruling? May Allah reward you with the best reward.

Answer: If a person has days from a previous Ramadan that he must make up, he should hasten to clear his conscience of this obligatory duty and make up these days. If he delays until another Ramadan arrives and he has not made them up, then if he was excused during the period between the two Ramadans and was unable to make them up, he makes them up after the new Ramadan. That is, he fasts the current Ramadan, and after that he fasts the days he owes from the first Ramadan. He owes nothing beyond that, because he delayed it for an excuse until Ramadan caught up with him.
However, if his delay until the new Ramadan arrived was without an excuse, but rather due to laziness and negligence, then he fasts the new Ramadan, and after that he makes up the missed days from the previous Ramadan. Along with making them up, he feeds a poor person half a
sa' of the staple food of the country for each day as an expiation for delaying the making up of the fast without an excuse. And Allah knows best.
