Question:
I have fasts to make up from two years ago, and I have not performed this make-up until now. Ramadan is about to begin and I have not yet performed this make-up, so what is the ruling?

Answer:
Answer: If the delay in making up the fasts was due to an excuse, then you should make them up when you are able to do so. However, if it was without an excuse, it is not permissible for the new Ramadan to arrive while you still have fasts from the previous Ramadan to make up. Rather, you must fast the make-up before the new Ramadan begins. Aisha (may Allah be pleased with her) said, "I used to have fasts to make up, and I would not fast them except in Sha'ban, because of the Prophet (peace and blessings be upon him)." Therefore, the new month should not arrive upon you until you have made up what you owed from the previous month, unless there is an excuse that prevents you from making up the fasts before Ramadan. In that case, you may delay them until after Ramadan and make them up after Ramadan, and there is no blame on you for that.
