Ruling on delaying the making up of days from Ramadan until the following Ramadan

Machine translationRead the Arabic original
Also, this is Muhammad Nasif Ma'ti or Mutri saying: I left some days of the month of Ramadan last year, and I am embarrassed because Ramadan this year will catch me, or has caught me. Should I leave the fasting until after Ramadan and fast then, or should I fast what is due from last year's Ramadan, and then start fasting this month with the Muslims?
The Shaykh: Repeat the question.
The presenter: He says: Some days of the month of Ramadan last year have passed me by, and I fear that Ramadan this year will catch me, or he says: Ramadan this year has caught me, and I have not fasted what remains of last year's Ramadan. So should I fast what is from last year, or should I leave it and postpone it and fast this year's Ramadan with the Muslims, which is our obligation?
The Shaykh: The questioner, may Allah grant him understanding, must hasten to fast in this remaining period, and make up what is due from him in fasting. This is his obligation before Ramadan. It is not permissible for him to delay and be lax. However, if something overcomes him, such as an illness that prevents him from fasting, then he fasts after Ramadan, and he must feed a poor person for each day; because of the laxity that forced him to delay. As for now, he is obligated to fast. He is obligated to hasten and fast what is due from him and make it up before Ramadan. This is his obligation, unless a preventer, such as illness, stops him. If he is unable due to illness until Ramadan arrives, there is no harm in postponing it. If he is unable due to illness until Ramadan comes, he postpones it and fasts it after Ramadan, if Allah wills, and he must feed a poor person for each day; because he was lax in delaying before the illness. But if he delayed it due to illness throughout the year, meaning: from the time he broke his fast while ill until now, he is still ill until Ramadan arrives, then nothing is required of him except making up the fasts. He makes them up after that, if Allah grants him health, after Ramadan, and nothing else is required of him. As for the one who delayed fasting out of laxity and lack of care, then he must repent and seek forgiveness, and he must make up the fasts and feed [the poor] if he delayed them until after Ramadan. But if he fasts in Rajab or in Sha'ban, there is no harm. Nothing is required of him. He fasts and there is no blame on him. Yes.
