Machine translationRead the Arabic original
Question: What is the meaning of His saying:
Hajj is [during] well-known months, so whoever has made Hajj obligatory upon himself therein [by entering the state of ihram], there is [to be for him] no sexual relations and no disobedience and no disputing during Hajj.
[al-Baqarah: 197],And the following verse:
That they may witness benefits for themselves
[al-Hajj: 28],And what is the meaning of the saying of the Messenger (peace and blessings be upon him):
Hajj is 'Arafah?
Answer us, and may you be rewarded.

Answer: Allah the Exalted says:
Hajj is [during] well-known months, so whoever has made Hajj obligatory upon himself therein [by entering the state of ihram], there is [to be for him] no sexual relations and no disobedience and no disputing during Hajj.
[al-Baqarah: 197]. In this noble verse, Allah (Glorified and Exalted is He) clarifies the temporal boundary (miqat) for Hajj, which are the known months mentioned by Allah (Mighty and Majestic) in this verse: the month of Shawwal, the month of Dhu al-Qa'dah, and the first ten days of Dhu al-Hijjah. Whoever enters the state of ihram during this period has entered the months of Hajj, and his ihram for Hajj is valid, by the consensus of the Muslims.
so whoever has made Hajj obligatory upon himself thereinفَمَنْ فَرَضَ فِيهِنَّ الْحَجَّ
[Al-Baqarah 2:197]
This means that whoever enters ihram for Hajj in these mentioned months, it is obligatory for him to avoid lewd speech, which is sexual intercourse and its causes, because that is forbidden for the one in ihram.
And (fusuq): which is sins. Although sins are forbidden for the believer at all times, their prohibition and sinfulness become more severe in the state of ihram.
And (jidal): which is quarreling. This is because quarreling leads to prohibited matters in words and actions, it hardens hearts, and it distracts from the obedience of Allah (Glorified and Exalted is He). Therefore, it is prohibited, except if the quarreling is for the sake of establishing truth and refuting falsehood. Then Allah (Glorified and Exalted is He) says:
and argue with them in a way that is bestوَجَادِلْهُمْ بِالَّتِي هِيَ أَحْسَنُ
[al-Nahl: 125],And he says:
And do not argue with the People of the Scripture except in a way that is best
[al-'Ankabut: 46]. As for quarreling for other than clarifying the truth and refuting falsehood, the Muslim is prohibited from it in all his states, and especially in the state of ihram.
This is a summary of the meaning of the noble verse.

And as for His saying:
That they may witness benefits for themselves
[al-Hajj: 28]. This is part of the saying of Allah the Exalted:
(27) And proclaim to the people the Hajj [pilgrimage]; they will come to you on foot and on every lean camel; they will come from every distant pass - (28) That they may witness benefits for themselves and mention the name of Allah on known days over what He has provided for them of [sacrificial] animals. So eat of them and feed the miserable and poor.
[al-Hajj: 27, 28]. Allah (Glorified and Exalted is He) clarifies the wisdom in the prescription of Hajj, which is for the Muslims to witness benefits.Meaning: To attend these benefits in Hajj, which are religious benefits and worldly benefits. Allah (Glorified and Exalted is He) did not specify them because they are many. This is evidence that Hajj contains many good things and great benefits for the believer in his religion and his worldly life.

And as for his saying (peace and blessings be upon him):
Hajj is 'Arafah
So its meaning is: that standing at 'Arafah is the greatest pillar of the pillars of Hajj,Such as his saying (peace and blessings be upon him):
Supplication is worship
،
because supplication is one of the types of worship.
And this does not mean that standing at 'Arafah is the entirety of Hajj. Rather, there are other acts of Hajj, and pillars, and obligations in Hajj, and recommended practices. But this is in the context of clarifying the importance of standing at 'Arafah and that it is the greatest pillar of the pillars of Hajj. And Allah knows best.
