The first question of Fatwa number ( 19672 )
Q1: Allah Blessed and Exalted is He says:
Hajj is [during] well-known monthsالْحَجُّ أَشْهُرٌ مَعْلُومَاتٌ
[Al-Baqarah 2:197]
It is known that the acts of Hajj begin on the eighth of Dhu al-Hijjah and continue for days thereafter. We ask you, Your Eminence, to shed light on the verse in a way that achieves a correct understanding of it.

A1 : The correct of the scholars' opinions is that the months of Hajj in which it is prescribed for one who wishes to enter the state of ihram for Hajj, as mentioned in the saying of Allah the Exalted:
Hajj is [during] well-known monthsالْحَجُّ أَشْهُرٌ مَعْلُومَاتٌ
[Al-Baqarah 2:197]
, are: Shawwal, Dhu al-Qa'dah, and the first ten days of Dhu al-Hijjah.
And this is what was said by Ibn Abbas , Ibn Umar , and Ibn al-Zubayr (may Allah be pleased with them), and to this view adhered al-Suddi , al-Sha'bi , al-Nakha'i , Imam al-Shafi'i , and others. Accordingly, it is recommended for one who intends to perform Hajj to enter the state of ihram for Hajj in these months. However, if he enters the state of ihram for Hajj in other months, that is disliked for him, but his ihram is valid and he remains in his state of ihram until he completes the acts of his Hajj rituals. Allah the Glorified and Exalted has made things easy for His servants; so whoever intends to perform Hajj, he enters the ritual with the intention of ihram and establishes his ihram in these months. When the eighth day arrives, which is the Day of Tarwiyah, it is recommended for those who are in a state of ihram in Makkah who intend to perform Hajj or who are performing Tamattu' and have exited the ihram of their 'Umrah, to enter the state of ihram for Hajj in it before the 'Asr prayer from Makkah or the Haram or the place where he is; due to the command of the Prophet (peace and blessings be upon him) to do so, as most of the acts of Hajj begin after that. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
