The Shaykh : And upon you be peace and the mercy of Allah.

The questioner : Your Eminence, the Shaykh. If a man lives in a land where the limits of Allah are not applied and his son is killed, and it is known that the killer in those lands is not executed but rather imprisoned for several years and then released, what should the father of the killed man do, regarding whom Allah says:
We have given his heir authority فَقَدْ جَعَلْنَا لِوَلِيِّهِ سُلْطَاناً
[Al-Isra 17:33]
Is it permissible for him to transgress against him? Please inform us, may Allah reward you.

The Shaykh : We do not answer this question here. But if a questioner asks us about it, we will inform him of what we have regarding this topic. And you know that if the guardian of the killed man kills the killer, much evil will result from that. For the guardians of the killer who was killed will come and transgress against the others, and blood will be shed. So this matter is serious. And the person whose relative was killed in a land that does not rule by the Book of Allah, Mighty and Majestic, must be patient and say as the first one said:
"And he who does not die by the sword dies by something else *** The causes vary, but death is one".
As for doing an action that brings about fitnah, evil, and calamity, he should not do it.
