The correct view is that it is permissible; it is permissible for you to say to a believing person, "May Allah send blessings upon you." And Allah (Blessed and Exalted is He) said to the Prophet (peace and blessings be upon him):
Take, [O, Muhammad], from their wealth a charity by which you purify them and cause them increase, and invoke [Allah 's blessings] upon them خذ من أموالهم صدقة تطهرهم وتزكيهم بها وصل عليهم
[At-Tawbah 9:103]
