The Shaykh : We say this regarding the menstruating woman.

The Shaykh : He said, "When she menstruates, she does not pray and does not fast; rest." The reason for this hadith is that the Messenger of Allah (peace and blessings be upon him) addressed the women and said:
I have not seen among those deficient in intellect and religion anyone more likely to divert a wise man than one of you. They said, "O Messenger of Allah, what is the deficiency in her intellect?" He said, "Is not the testimony of a man equal to the testimony of two women?" They said, "And what is the deficiency in her religion?" He said, "Is it not that when she menstruates, she does not pray and does not fast?" ما رأيت من ناقصات عقل ودين أذهب للب الرجل الحازم من إحداكن. قلن يا رسول الله ما نقصان عقلها قال أليس شهادة الرجل بشهادة المرأتين وقالوا وما نقصان دينها قال أليس إذا حاضت لم تصل ولم تصم
This is a deficiency, but it is not a deficiency for which she is to be blamed in reality, because its cause is not her shortcoming. Now, these are six conditions for the obligation of fasting.
